De uma olhada em "menu.lst" que fica dentro de "/boot/grub"
Só pra ficar didático de uma olhada como exemplo em meu grub logo abaixo.

Em "default"(na 14 linha) que não está comentado com uma # (gralha, jogo da velha) na frente é porque a opção está ativa na configuração do grub. Logo está opção está em valor numérico começando com "0" que será o 1° sistema indicado em "title", que também não esta comentado (na 122 linha).
Então provavelmente o seu Ubuntu está como "default 0" em 1° title. É só você colocar o número correspondente ao sistema Windows, em que "title" ele está, começando a contar do zero e salvando o "menu.lst". No meu caso se eu fosse deixar o Windows XP inicializar como sistema padrão após o término do tempo que é de 12 segundos em "timeout" (na 19 linha) eu deveria deixar o "default" com o valor de 6. Lembrando que você deverá contar quantos "title" você tem e eles só são válidos se não tiverem comentados.
Só para lembrar, você precisa ter permissão de "root" para poder fazer as modificações.
