Amigo, os erros no squid são auto-explicativos.
O que se passa é que nesta linha: "http_Access allow user4" você deve escrever o http_access em minísculo, ficando assim "http_access allow user4"

Outras considerações: 8MB é muito pouco para cache_mem. 100MB é muito pouco para cache_dir
Essa letra "a" solta depois da linha "http_access deny msn" vai acusar outro erro...
