mais se dou esse comando ele funciona, o problema ele não carrega na inicialização....

cara tenta colocar o caminho inteiro , senao me engano é /usr/bin/iptables ou /usr/sbin/iptables .

Amigo posta o seu script, que fica mais facil de ver qual a origem do problema.
