Ele aparece em várias ocasiões diferentes. Tentando instalar um aplicativo, tentando rodar dpkg -configure -a, etc

O que significa isso e tem como resolver?

Afinal, isso é algum tipo de loop ou o quê? Como que um processo se entrelaça a outro a esse nível?
