acl nao funciona squid3 [RESOLVIDO]

Gente, instalei o ubuntu server 10.04, depois coloquei o squid3. Em seguida coloquei uma alc para restringir a minha banda, sendo que a acl nao estar funcionando, consigo fazer download em alta velocidade de qualquer ip.

Alguém sabe o que pode ser? segue meu squid.conf:

Acredito que ele deve utilizar abanda disponivel, para nao ter desperdicio, é melhor voce utilizar abanda que esta disponivel que nao utilizar a banda, nunca fiz acl desse tipo, o que eu utilizei foi o cbq que otimo para limitar banda.

Efetua a inversão da regras abaixo!
Colocando a seguintes por ultimo:

http_access allow localhost
http_access allow redelocal
http_access deny all


Como você já deve saber o Squid trabalha de forma sequencial, a regra de cima anula a de baixo!

Ai seu script vai ficar da seguinte forma!

Consegui resolver o problema, o squid estava trabalhando na porta 80 e não na porta 3128. Quando coloquei a porta no browse, ele passou a limitar o download. Então coloquei um script para iniciar com o sistema apontando a conexão para a porta 3128.
