PopUp Menu não aparece no NetBeans

Boa noite,

Estou tento dificuldades para criar ou fazer aparecer o PopUpMenu no Java NetBeans do Ubuntu Mate
Segui o vídeo abaixo, mas infelizmente não enxergo o meu erro.
Não aparece o PopUpMenu
