Problema com repositório no BT

Olá, galera estou com um problema no apt-get, eu acredito que os meus repositórios estejam offline, e eu não consigo instalar nada com eles, veja um exemplo:

Será que eu posso adicionar algum repositório alternativo? e se, sim, qual?

Mas com o "sudo apt-get upgrade", ele pede atualização e download aprox. 240MB de aquivos, tem como impedir isso, ainda estou sem fazer a instalação =/
